Needs Assessments

The Role of Health Facility Assessments in Service Planning

A building can be available without providing usable capacity for the service a population needs.

Assess the service a facility can support

An estate schedule can show rooms, floor area and ownership without establishing whether a facility can deliver the intended service. Planning needs to connect the physical setting with staffing, equipment, opening hours and the population it serves.

Define the assessment as a service-planning exercise, with appropriate specialist input. It should not be presented as a substitute for statutory inspections, clinical assurance or professional surveys of building condition and safety.

Space is not the same as capacity

Additional rooms do not create additional appointments unless the service can staff, equip and operate them. Assess the full package needed to make capacity usable before recommending expansion.
